Poor planning hinders relief efforts - The Japan News
Poor planning hinders relief efforts - The Japan News: " Evacuation shelters in Kumamoto Prefecture, established after the first in a series of earthquakes struck on Thursday night, are facing an increasingly serious shortage of commodities.
