The lawyer who managed the fund to collect and distribute donations for victims of the 9/11 terrorist attacks, will run a similar effort aimed at helping those affected by Monday’s Boston Marathon bombings, reports the Associated Press.

A new audit released Monday by the Louisiana Legislative Auditor says the state could be on the hook for hundreds of millions in disaster relief payback. The money was supposed to help property owners recover from Hurricanes Rita and Katrina.

"The grants come with a covenant," says Legislative Auditor Daryl Purpura. "Whenever you receive the funds you had to re-occupy, rebuild, get insurance and prove to the state that you had done these things."

Humboldt State University geologist Lori Dengler posted the pictures after she had a university librarian translate the Japanese characters into English. The characters read Tanaka High School and Dengler also recognized the characters for Rikuzentakata, which she visited in the aftermath of the 2011 disasters. If the findings are correct, this will be the first confirmed tsunami debris that washed up on California shores.
