I was deeply moved by the suffering of the Haitians, but also the outpouring of international aid and cooperation, the heroic rescues, the almost unbearably touching scenes of family members reunited, the feelings expressed by many of hope for the future."

Disaster Relief Economics - NYTimes.com

Disaster Relief Economics - NYTimes.com: What the government should do, in this case, is set all the marginals equal: the marginal benefit of an additional dollar spent on bombs, dental work, national parks, soup kitchens, etc, should all be equal, and this common marginal benefit should equal the marginal cost of raising an additional dollar of revenue.

Now suppose a disaster strikes. What this does is raise the marginal benefit of spending on disaster relief. The appropriate response is to move all the marginals to get them in line: spend less on everything else, and also raise more in taxes. So even there it shouldn’t be all offsetting spending cuts.

Glen Pearson: We Need Aid Effectiveness to Beat Donation Frustration: "For Canadians, the time has perhaps arrived for a new model of effective disaster emergency relief and the part citizens and their government can play within it. Due to climate change, the number of natural disasters is growing steadily, as perhaps best shown in this chart in the Global Humanitarian Assistance Report 2009. The 2005 tsunami, the Haitian and Chinese earthquakes, Burmese and Pakistani flooding -- these have all appeared in just the last few years and don't take into account the more regional disasters occurring in various parts across the globe."
